Probity in governance refers to complete and confirmed integrity in character and action. In public service, probity requires that officials act in the public interest rather than for personal gain, follow procedures designed to prevent corruption, maintain financial integrity, and be transparent in their decision-making. The Second ARC defined it as involving not just absence of corruption but positive adherence to high ethical standards.
